Following is a quote from Breed-specific breeding strategies (JTO).

"Development of the breed started in Soviet Russia in 1940's. Aim of the breeding program was to create a dog breed that would be suitable for the needs of the army, border guard, police and other governmental bodies. 

VEO is powerfully built, larger than average, long-bodied, powerful and muscular dog, strong in bones but not heavy. The gender stigma is clear, males are bigger and sturdier than females. The dog gives the impression of a strong build, which combines physical strength, speed and endurance. The coat of VEO is supposed to be tough, well protective and low-maintenance. 

By nature, VEO has a good temperament, it is fearless and self-confident dog. The dog is very loyal to its owner, it knows its own pack and, as an independent dog, trusts itself and its own ability to make decisions while the owner is elsewhere. The dog is alert and always ready for action. While being with own family dog is relaxed and playful. VEO is not prone to being aggressive when not provoked, although it has a strong drive for defense and protection. The thoughtfulness and concentration of the breed reflect their own stamp on the dog's character. Together, these features make it an excellent work, guard, sports or service and rescue dog."
